Anwendung der RDO Beton im VOB-Vertrag

Use of the German Concrete Dimensioning Standard (RDO Beton) in a standard building contract

Bei der Erstellung von Oberbauten in Betonbauweise wird die Dicke der einzelnen Oberbauschichten in der
Regel mithilfe der „Richtlinien für die Standardisierung des Oberbaus von Verkehrsflächen (RStO)“ festgelegt.
Insbesondere bei höheren Verkehrsbelastungen sollte zugeschnitten auf den Einzelfall rechnerisch dimensioniert
werden. Auch die Anwendung einer semiprobabilistischen bzw. probabilistischen Sicherheitsbetrachtung
ist sinnvoll, weil Belastung und Materialkennwerte streuen. Um diese Punkte zu berücksichtigen, wurden
Rechenverfahren entwickelt und entsprechende Regelwerke für Beton und Asphalt veröffentlicht (RDO Beton und
RDO Asphalt). Mit den „Empfehlungen für die Abwicklung von Bauverträgen bei Anwendung der RDO Beton“ wurde
die Grundlage geschaffen, die RDO Beton auch in normalen VOB-Verträgen anwenden zu können. Ein derartiger
Bauvertrag wurde von der Autobahndirektion Südbayern für die grundhafte Erneuerung eines Teilabschnittes
der Betondecke auf der Bundesautobahn A 93 zwischen Rosenheim und Kiefersfelden abgewickelt. Aufgrund
der Ergebnisse werden vom Autor geänderte Anforderungen im Regelwerk der Zukunft als sinnvoll erachtet.

For the construction of concrete pavement the thickness design as a rule is determined using the “Guideline for
the structural design of pavements” (RStO). Especially for roads with higher traffic loads it would be better to
use an analytical approach for the design of the pavement. The use of a semiprobabilistic (partial safety factors)
or a probabilistic security concept would also be better, because both the load and the values of the material
have variance. A method of calculation was developed to take this into account and a set of regulations for
concrete and asphalt was published (“Guideline for the analytical design of concrete pavements” (RDO Beton)
and (“Guideline for the analytical design of asphalt pavements” (RDO Asphalt)). The „Recommendations for
Implementation of the RDO Beton in building contracts“ was created as a foundation for the use of the RDO
Beton in contracts using the German Building Contract Code (VOB). Such a building contract was awarded
by the Highway Agency of Southern Bavaria for the reconstruction of a part of the federal highway A 93
between Rosenheim and Kiefersfelden. On account of the results it seems to be sensible to change the technical
regulations in the future.

Die Landesstraßenbaubehörde Sachsen-Anhalt (LSBB) ist zuständig für 474 km Autobahnen, davon etwa 75 %
in Betonbauweise und 25 % in Asphaltbauweise. Die dominierende Rolle der Betonbauweise resultiert aus
der historischen Entwicklung des Autobahnbaus in Mitteldeutschland und der DDR sowie dem wachsenden
Verkehrsaufkommen, denen die zu einem großen Teil für den Transitverkehr genutzten BAB entsprechen mussten
sowie derzeit und zukünftig entsprechen müssen. Nach den Jahren des Neubaus bildet nun die bauliche
Erhaltung den Schwerpunkt. Die bisher gesammelten Erfahrungen beim Neubau, bei der Nutzung und bei
der Baulichen Erhaltung von Fahrbahndecken haben teilweise regionalen, aber auch allgemeinen Charakter.
In den vergangenen Jahren hat die LSBB aufgrund von Dauerhaftigkeitsproblemen mit der Ausführung von
Endfeldbereichen, mit der Verwendung von alternativen Zementen sowie mit Erhaltungsmaßnahmen an AKRbetroffenen
Fahrbahndecken aus Beton Erfahrungen gesammelt, die im Beitrag vorgestellt werden.

The regional road authorities Sachsen-Anhalt (LSBB) are responsible for 474 km of highways, consisting of
about 75 % in concrete construction and 25 % in asphalt construction. The dominant role of the concrete
construction is the result of the historical development of motorway construction in central Germany and
the German Democratic Republic. Also responsible is the growing volume of traffic, which had and has to
correspond to a large extent for the transit traffic the BAB („Autobahn“) has to withstand and will have to do
so in the future. After years of construction the focus now lies on structural conservation. Past experiences
in the construction, in the use and in the structural maintenance of road pavements have partly regional but
also general character. In recent years the LSBB has, due to durability problems executing the area of endfields,
collected experiences with the use of alternative cements as well as maintenance work on AKR-affected
concrete pavements that are presented in the article.

Endbereiche von Betondecken sind Bereiche im Anschluss an einen Asphaltoberbau von Bauwerken oder der
freien Strecke. Die Aufgabe eines Endbereiches besteht darin, zum einen die Biegebeanspruchungen und so das
Abheben der letzten Plattenreihe abzumindern und zum anderen die Verschiebung der Betondecke aufzunehmen
und eine Schädigung der anschließenden Asphaltkonstruktion zu verhindern. Theoretische Überlegungen führten
zu der Erkenntnis, dass sich die Betondecke hauptsächlich in Abhängigkeit von der maximalen Lufttemperatur
bei Betonage unter der Voraussetzung einer langsamen Lasteintragung durch Erwärmung sowie der Annahme
einer maximal und minimal angenommenen Reibung auf der Unterlage verschiebt; das können bis zu 5 cm sein.
Die Art der Raumfugeneinlage hat erheblichen Anteil daran, ob eine Schädigung auftritt oder nicht. Zeitgemäße
Raumfugeneinlagen müssen neben einer bestimmten Kompressibilität weitere Eigenschaften wie z. B.
Dauerhaftigkeit oder Rückstellfähigkeit besitzen. Eine Schädigung kann im Laufe der Liegedauer der Betondecke
trotz wiederholter Sanierungen immer wieder auftreten, sodass von einem Abklingen der Verschiebung der
Betondecke nicht auszugehen ist. Sanierungsversuche mit Fahrbahnübergängen aus Asphalt, wie sie im
Ingenieurbau verwendet werden, hatten nur begrenzten Erfolg. Betondecken der vergangenen ca. 10 Jahre mit
einer ausreichenden Anzahl an Raumfugen und genügend kompressibler Einlage zeigen aber, dass die Funktion
des Systems vor Ort die theoretischen Ansätze bestätigt.

End sections of concrete pavements are located at the end of concrete pavements to an asphalt construction of
a bridge ramp or a route section. The tasks of an end section are to decrease the bending stress and to hinder
the liftoff of the last slab row as well as to take the length expansion of the concrete pavement to prevent
the damage of the following asphalt construction. Concrete pavements move depending on the maximum air
temperature while concreting provided that load transfer by heating is slow, and the coefficient of friction of
the hydraulic or unbounded base course. The amount of moving can be up to about 5 cm. The kind of inlay of
the expansion joint plays a significant role regarding the possible occurrence of damages. Temporary inlays
should have a sufficient compressibility as well as further properties regarding their durability and resistance
to high temperatures. During the lifetime of the concrete pavement damages can occur again and again
despite of repeated repair works. To repair damages with roadway transition structures, as they are used in
civil engineering structures, was limited successful. Concrete pavements with a sufficient amount of expansion
joints and a suitable inlay, built in the last 10 years, show that the system works.

Grundlagen einer zielorientierten, visuellen Zustandserfassung für kommunale Straßen

Principles of a goal-oriented visual detection of the condition of municipal road surfaces

Mit Einführung des Neuen Kommunalen Finanzmanagements etabliert sich nach und nach die vermögensorientierte
Betrachtung des Verwaltungshandelns. Die Analyse von wirtschaftlichem Optimierungspotenzial und die
Vermögensfortschreibung bedingen eine genügend genaue Kenntnis des Zustands sämtlicher Verkehrsflächen
in der Obhut des Straßenbaulastträgers. Zur Bewertung der kommunalen Netze ist dazu eine zielorientierte
Zustandserfassung erforderlich. Basierend auf der etablierten Verfahrensweise für Bundesfernstraßen
werden die erforderlichen Verfahrensschritte bei der Festlegung der Zustandsmerkmale, deren Normierung
sowie bei der Zusammenführung zu Teil- und Gesamtwerten beleuchtet und notwendige Modifikationen
aufgezeigt. Die lagegetreue Erfassung bildet dabei eine Grundprämisse. Es werden die Entwicklungsschritte
zu einer umfassenden Gesamtstrategie auf Basis einer durchgeführten Messkampagne im Straßennetz der
Landeshauptstadt Düsseldorf aufgezeigt mit konkreten Vorschlägen für die Erfassung und Normierung der
Messgrößen sowie der anschließenden Teil- und Gesamtwertbildung. Zur Entwicklung einer transparenten und
schlüssigen Gesamtnote wird die konvergente Addition vorgestellt. Erste Ergebnis- und Sensitivitätsanalysen
zeigen, dass das entwickelte Modell grundsätzlich eine realitätsnahe Abbildung des Oberflächenzustands
des Netzes generiert. Die gewählte Normierungsbandbreite der einzelnen Zustandsparameter wirkt sich
relativ geringfügig auf die Ergebnisse der Gesamtnoten aus. Erwartungsgemäß spiegelt sich die Variation
der Zusammenführungsalgorithmen deutlich prägnanter wider. Der Ausblick in die anstehende weitere
Modellverifikation schließt die Betrachtungen ab.

With the introduction of the “new municipal financial management” (NKF) administrative practice slowly but
surely takes a more asset-orientated point of view. The analysis of optimizing economic efficiency and the
annual updating of municipal assets afford a best possible knowledge of the condition of all road surfaces
in charge of the public road provider. To assess the municipal roads a goal-oriented visual coverage of their
condition is necessary. Based on the established methods for federal highways, this method highlights the
required procedural steps for stipulating the set of condition variables, their standardization as well as the
consolidation to partial and total results and points out necessary modifications. The precise site location
of the conditional variables is a basic premise. A measurement campaign of the road surfaces in the capital
city Düsseldorf is the basis for the necessary development steps towards a comprehensive strategy. Concrete
suggestions for evaluating and standardizing of the conditional variables as well as the subsequent set-up
of partial and total values are pointed out. Introducing a converging addition algorithm creates transparent
and consistent consolidated values. First results and sensitivity analyses show that the developed model
basically generates a realistic mapping of the road surface conditions. The chosen standardization range only
has a minimal effect on the total results. As expected, the variation of the consolidation algorithms show
prove far more succinct. A perspective look at the upcoming further verifications of the models rounds off
this contribution.
